Quipping is the method many video game developers use to avoid the workload involved with voice acting; it is the use of short phrases or sounds (grunts, laughter, etc.) in the place of fully voiced lines of dialogue.
The quipping in Fire Emblem seems kinda lazy, but I guess it saves time and money during production.
Quipping is when you say you are going to quit dipping, but you know you'll pack a lip within a few days because you are addicted.
"So, my New Year's Resolution is to quit dipping."
"Whatever dude, you're quipping."

A Quip is a new term used as a synonym for a "tryhard" or "someone who try’s way too hard to be cool" which comes from basketball slang.
